GoedHart seorang Belanda yang menjabat sebagai Gubernur Aceh dan daerah takluknya (1926-1927). Pada tahun-tahun tersebut banyak menuliskan laporan-laporan tentang pemberontakan rakyat Aceh untuk dilaporkan ke Bagian Kabinet Sekretariat Umum yang terletak di Bogor pada saat itu.
